Robert M. Mbithi is currently the Deputy Director, Assets Management at the National Treasury, State Department for Public Investments and Assets Management. He provides strategic leadership in public asset management through policy development, fiscal risk management, asset management standardization, and strategic analysis to support prudent resource allocation. Responsibilities also include providing technical advisory services and capacity building to Ministries, Departments and Agencies (MDAs) and County Governments, while mentoring and developing staff to strengthen institutional capacity and enhance public sector performance.
He has also served on several national and county government committees, including the Intergovernmental Relations Technical Committee (IGRTC), the County Disposal Committee, the County Pensions Affairs Committee, the County Treasury Committee, the County Inter-Departmental Committee on Development of Schemes of Service, and the
Intergovernmental Committee on Identification and Verification of Assets and Liabilities of National Government and Defunct Local Authorities in Makueni County. These appointments reflect extensive expertise in governance, public financial management, public asset management, and intergovernmental relations.
Experience
Robert possesses over 30 years of experience in public finance, strategic management, project management, public asset management, and governance. Prior to joining the National Treasury, he served as Head of County Asset Management Unit in Makueni County, where he established and strengthened County asset management systems and ensured compliance with the Public Finance Management framework.
He has also played a pivotal role in Kenya's devolution as County Transition Coordinator for Makueni County, leading the verification and transfer of assets and liabilities of Defunct local Authorities, institutional establishment of County and capacity assessments. Earlier in his career, Robert served as County Treasurer in Kirinyaga, Kitui, Lamu, Masaku, and Ol Kalou, where he led financial management reforms, enhanced local revenue mobilization, modernized financial systems, and strengthened governance, accountability, and service delivery.
Education
He holds a Master of Business Administration (MBA) from the University of Nairobi (UON) and a Bachelor of Commerce (Financial Management and Marketing) from Marathwada University, India. In addition, he also attended Executive leadership programmes at the Kenya School of Government, including the Strategic Leadership Development Programme and the Senior Officers Training Course for Management of Local Government Authorities, which equipped him with advanced leadership and governance capabilities for public service.
